APYC contributes for victims of Uttarakhand tragedy

Desali circle cut off
ROING, Jul 02: The Desali Circle in Lower Dibang Valley district is cut off from rest of the district for the last several days due to collapse of Bailey Bridge at Chopopani river about 10 km from Hunli on June 27 last.
A huge boulder that slid from the nearby hills fell on the bridge and bent it in middle portion causing disruption to surface communication with the circle, informed M Borang, EE PWD. The collapse of the bridge has added more sorrow to the hardships of the people of this remote circle who are already living a difficult life due to communication bottleneck. DIPRO

Mrinmoy Biswas, Junior Project Officer, AICRP on ESA, NERIST, Itanagar participating as resource person briefed farmers about benefits of innovative technology and urged them to adopt for higher farm production with low investment.
Nipen Gogoi, Technician, AICRP on ESA, NERIST demonstrated Mat Nursery raising technology covering different steps such as seed preparation, site selection, plastic layering, bamboo framing, soil layering, manure application, germinated seed sowing and watering .

Training on poultry farm product and management
YINGKIONG Jul 02: Upper Siang district Veterinary and Animal Husbandry department is organizing a five days Training on poultry farm product and management from today at Circuit House, Yingkiong.
The Additional Deputy Commissioner Rajesh Panyang inaugurated the training workshop amidst mass gathering of officers, officials and the trainees participating from respective circles of the district.
Speaking as the Chief Guest Panyang said 'each one teach one' should be the main principle and motto of any training.

DIPR employees mourn death of staff
NAHARLAGUN, Jul 02: The employees of Directorate of Information and Public Relations, Naharlagun, led by Director, IPR, C M Longphong condoled the sudden demise of Taku Yaring, peon who died on June 29 last.

Minor raped and murdered at Bhalukpong

ITANAGAR, Jul 02: In a shocking and rare incident, a three-
Police further divulged that the body of minor girl was found inside the jungle near Assam tourist lodge (in Assam), one kilometer away from the police check point, around 1.30 pm following the arrest of a suspect and his subsequent confession to the crime after interrogation.
According to police, the accused allegedly lured the minor and took her to jungle after her mother went out of house for some works, there he reportedly raped and killed her.
In the meantime few neighbours had seen the minor with the accused around 9.am, police added.
“The accused has confessed to the crime, however further investigation is going on” said OC.
Meanwhile, sources from Bhalukpong informed that hundreds of people gheraoed the police station and demanded the police to hand over the culprit to them. Shocked by the harrowing incident, large numbers of crowd thronged at police station and disrupted the interrogation process, sources added.
The angry crowd also reportedly pelted stone at police station, refused to lodge FIR and shouted slogan demanding exemplary punishment to rapist.
It seems the ghost of Delhi gang rape has returned to this “Land of rising Sun.” Few months ago, a Class XII student was killed at Yazali by some labourers when she protested to the rape attempt and a similar incident had also occurred at Tawang when a girl was raped and murdered on 28 August 2012.

A drive around various capital roads depresses us a lot. The garbage litter around road makes us dizzy and it is impossible to drive with car windows open. In most of the road, vehicles are parked haphazardly and some car owner drives around as if they are in a Formula 1 track. While they may be at wrong side of law but if there is any accident, it is the victim who has to pay hefty fine to them.
Unlike other capital, we don’t have any place for leisure family hangout. Places like Gompa area, IG Park, Polo Park (Naharlagun) and Gyeker Senyi (Ganga Lake) once popular spots for spending leisure time has become safe haven for criminals and drug addicts. On several occasion visitors have been attacked and robbed in these places. Most of the hotels and bars of capital are fighting zone and visitors have to visit at their own risk.
While government may claim that crime rate has gone down but ordinary citizen disagrees with the Govt assessment. The law makers who all are provided with personal security officer obviously must be feeling secured but ordinary citizen lives in constant fear. It is not possible to travel around capital complex during night time. The state government especially capital police has to understand that if a person is not safe at 11 PM in night, he/she won’t be safe even at 9 am in the morning.
Honestly, for law abiding citizen, the twin town of Itanagar and Naharlagun is a depressing place to live in. It is an ardent task to find any good thing to talk and write about regarding our state capital.
Poor quality of road work alleged
ITANAGAR, Jun 02: The Paglam villagers under Lower Dibang Valley district have expressed strong resentment over the poor quality of road work under Central Road Fund (CRF) in their area.
The village Youth Congress leaders of Paglam have alleged that the road has not been built in as per laid specification and guidelines and substandard materials were used in the construction work. The growing grasses on the road were enough to expose the poor quality of work, they said. Some culverts on the road have also developed cracks, they informed.
Further, construction of about 100M of the road has not been completed by the executing agency though the road was sanctioned five years ago, they said.

Eye screening with provision of free glasses were conducted at Lumla, Dudunghar and Zimithang circles. Those patients, who required surgery, were operated upon at Lumla Primary Health Centre free of cost.
In total, 678 patients were screened and 290 patients given spectacles free of cost. 25 cataract surgeries using modern small incision technique and intraocular lens implantation were performed besides 4 other surgeries.
The eye camp was conducted by the optical unit of Ramakrishna Hospital, Itanagar led by Dr. Lobsang Tsetim and Dr. Hage Yube. Attending the last day of the camp, Lumla ADC M Nyori, stressed on the importance of primary eye care and said that proper diet and ocular hygiene could help in avoiding many eye problems.
Local MLA Jambey Tashi sponsored spectacles to the patients while Dr Carol Mackoff and Stefen from USA provided financial assistance for the camp.
East Siang DA determined to streamline traffic system
PASIGHAT, Jul 02: The significant drop in the crime rate ushered the district into a new era of good governance and practically it was possible due to tireless efforts of the officers and targeted operations initiated by the administration and fullest supports f the local citizens said Deputy Commissioner RK Mishra yesterday in a meeting at Pasighat.
Addressing the officers he said regulating traffic would be his utmost priority and he has definite plans of streamlining especially at busy crossings and intersections during peak hours to regulate commuting. While seeking public cooperation to improve traffic scenario he stated the authorities will have a free hand in dealing with the violators of traffic and transportation rules. Everyone should obey the law because laws are made to protect people. Those who choose not to obey a law have to suffer the consequences of their actions. Our work is not restricted to handling traffic movement and creating awareness. We also suggest solutions to traffic problems. We do not penalize violators of traffic rules but educate them about the inconvenience caused to other commuters the DC added.
Mishra expressed concerns about the continuous presence of stray animals in the township and informed that all efforts are being made to control the movement of stray dogs, pigs and cattle on the roads and streets. He urged the residents to join hands with the administration to rid the place of stray animals. While informing that administration earmarking separate place to permit the people, groups, unions, organization to stage the agitation and protest, the DC said if protesters truly wanted to change law, they should work within the law.

ITANAGAR, Jul 02: Some labour/workers union/organizations working independently in the state have expressed their strong resentment over the Chief Minister’s alleged statement that All Arunachal Pradesh Worker’s Union (AAPWU) affiliated to Indian National Trade Union Congress (INTUC) was the only recognized laboor organizations in the state. East Siang DMO conducts unannounced visit to health centres, serves notice to erring officials
PASIGHAT, Jul 02: After assuming charge of DMO East Siang district Dr. Dubom Bagra made surprise visit to all the four CHCs, 11 PHCs and as many as 16 SHCs and has encouraged officials to work with diligence and compassion in a bid to deliver good quality health service to the populace.
“We are called to duty to serve people with a lot of passion and care so that government efforts of delivering good quality health services are sustainable,” Bagra said during his visits. He said the motive behind the unannounced visits was to know the factual strength of health facilities, challenges facing by the department and also to prepare future course of action in order to tackle any epidemic/natural calamities in the district.
Soon after completing his eleven days tour, the DMO said “I must confess that there has been some laxity in the manner we have been discharging our duties. In many places I found health workers absent, probably they were busy with own businesses, cultivation etc leaving their esteemed duties. They are highly paid professionals and mere negligence of duty may lead to loss of some ones precious life. Our innocent and poor people earn money for prosperity and to provide better education to their children and their own development which should not be spoiled in the name of prolonged treatment, ignorance and shortage of facilities.” On his return to the headquarter, the DMO issued ‘Show Cause Notices’ to the erring officials and cautioned that stringent action will be initiated against them.
Notably, during his visits Dr. Bagra conducted several meetings with medical fraternity and verified the performance records and gave some corrective tips on the spot. “They should be caring, punctual, and sincere and should work with a missionary zeal,” he advised. Delayed monsoon affects paddy cultivation
PASIGHAT, Jul 02: Weak and late arrival of monsoon may badly affect paddy cultivation in East Siang district this year, stated Deputy Commissioner RK Mishra.

The Millennium Development Goals Report 2013 shows how the combined actions of governments, civil society and the private sector have made substantial progress in meeting many of the targets, while also pointing out which areas are falling behind and require immediate attention.
The targets that have already been met include halving the number of people living in extreme poverty and providing more than two billion people with access to improved sources of drinking water.
Countries have also made great strides on health targets, and are within close reach of achieving them by 2015.
However, countries are falling short on other targets including those regarding maternal health, providing universal access to education, expanding access to sanitation, and achieving gender parity.
Progress has been uneven, and the report points to disparities among regions and
between population groups within countries, with people living in rural areas finding

Dear Editor,
Through the pages of your esteemed daily, I would like to condemn the act of misbehavior that occurred a few days earlier at V.K.V Itanagar. The act was of using hostile and wrong words towards one of the teachers of the school. It so happened that a parent had come to the school for some paperwork. On not having met the concerned personnel for about half an hour, the parent herself looked for the required person. The teacher was not informed that the parent was looking for him. The teacher was found and was misbehaved. Hostile words were used against the teacher and he was also threatened.
What I wish to convey is that teachers should not be treated this way. They have donated themselves for the purpose of educating the children. Being a teacher is a very honorable and dedicated profession. The so called "teachers" who visit the school only once a month to take their fees are living freely, and strict actions should be taken against them. This can be considered as corruption. But really the hardworking teachers are yelled at, that too in front of the students. I don't think that this act should be considered civilized. The young children are not too good at listening to their elders but are very good at imitating them. Is this the fate of a dedicated teacher in Arunachal? If such things continue, the future of Arunachal is not too good. The teacher who was yelled at for no reason was the Vice Principal of V.K.V. Itanagar, I might add.

Ordinary citizens at receiving end
Dear Editor,
Many a times, I heard that a shopkeeper or businessman has been looted, exhorted or at least tried by some criminal minded individual/s or group/s. Such a barbaric, cowardice and unruly act deserves condemnation from all sections of society. There should be exemplary punishment in accordance with law available to those who commit such crimes as to discourage others from doing so. And it happens in that way most of the time.
But what is most unfortunate is the daily basis exploitation of general public by the shopkeepers and businessmen. They fix the price of a commodity in accordance with their peculiar, greedy and selfish motives. We all are very well aware that the MRP stands for maximum retail price and to sell any item in excess of MRP is illegal and may invite legal action. But certain products are sold above MRP citing various reasons behind it. Exempli Gratia, if you will ask for a cold drink of any company which bears MRP of Rs 30, shopkeeper/businessman will ask you to pay Rs 35 (which is Rs 5 more than actual payable amount) and reason behind is very simple, FREEZING CHARGE. If you recharge your DTH TV, the particular retailer/dealer will convince you to pay extra amount of Rs 10 for NET charge. There are so many similar cases of such incident which are well known to everybody.
Furthermore, some of the businessmen even don’t maintain basic standard of weights and measurements. Mostly in the daily markets or smaller shops, shopkeepers will simply use a stone or metal to measure a weight which is 100 grams or less. Accuracy of such system of measuring weight is uncertain and it’s very likely that general public is being fooled by them. I even suspects that many shops in or around the capital complex is running without a trading license or with invalid one. There are still so many related untold stories which goes by as days pass.
I honestly believe that every penny of my fellow citizens is hard earned and such malpractices by the businessmen are truly looting and exploiting it. It also gives bad impression to the society. And if it’s not eradicated at earliest, it will establish a permanent path for various types of ILLEGAL, BLACK MARKETING. Therefore, I as an educated, rational and responsible citizen, sincerely request the authority concern to initiate immediate actions to curtail such practices by business section of our society. Various genuinely social minded NGOs, Association, Forums, etc. are highly requested to intervene in the matter before it’s too late. My fellow citizens are also requested to discourage such malpractices in any form. I would like to draw attention of the general public, NGOs and Authority concern through the column of your reputed local daily.

After lot of protests, state govt distributed stipend money to the students but not to all eligible students. Irrespective of grades and marks of class 10th and 12th, stipend is given only to some students. Though the amount is increased, here in our college, only 10 members have got the privilege of stipend. I don't understand why the government is doing partiality, actually I don't know its partiality or just randomly selected. But what will happen to those other students who also rightfully deserve stipend money?
